This study is investigating in detail the possibilities for the standardisation
of baseline construction for projects operating under Joint Implementation
and the Clean Development Mechanism. Standardisation has the advantage
of preventing 'gaming' behaviour intended to inflate the number of credits
available from projects, whilst also reducing transaction costs. However,
it requires a significant amount of up-front preparation.
This study will evaluate different approaches to standardisation, according
to criteria such as environmental integrity, equity and economic efficiency.
This will include consideration of the concept of additionality and of
institutional structures. A range of project types are being covered in
the energy sector (electricity, heat) and forestry sector in countries
including Russia, Czech Republic, Romania, Brazil, and Zimbabwe.
This project is co-ordinated by the Joint Implementation Network, The
Netherlands, and involved four other institutions across Europe apart from
CES: Hamburg Institute for International Economics (Germany), National
Technical University of Athens (Greece), University of Karlsruhe (Germany)
and Factor Consulting (Switzerland).
