Professor Patrick Dowling will be delivering a keynote speech to the Association of University Research and Industry Links at their annual conference at the University of Teeside today. The members of the association will hear Professor Dowling re-emphasise the opportunities currently available to universities within the new climate of competitiveness. He gives credit to the government for its recognition of the role of universities in the knowledge economy. But he also warns: "Recognising the opportunity is relatively easy, grasping it is quite another matter and that is where universities and Government must work effectively together." Professor Dowling will call for greater funding for the new 'HE Reach Out to Business' Fund in England and Northern Ireland from the DTI. The support the fund offers to universities' interaction with local economies is very welcome, Professor Dowling will say, with reservations. "The level of funding currently proposed for the Reach-out Fund is, to say the least, very modest. It will not become an effective balance to teaching and research until the scale of its funding is significantly increased, a point we have stressed with Government." Professor Dowling will also welcome unreservedly the increased funding for the teaching company scheme; and will call for knowledge transfer to be reciprocal. "We have emphasised the need for a two way flow of knowledge transfer. We need to know companies' strategies and priorities if we are to engage in meaningful partnerships."
